Protects volunteers by cutting back the personal legal risks they face and helping nonprofits, schools, and government programs keep volunteer help. Many people stop volunteering because they fear being sued. That loss of volunteers raises costs, reduces services, and hurts boards and programs that depend on volunteer work. Lawsuits and higher insurance costs make it harder for these groups to operate. Because many of these programs work across state lines, get federal funds, or receive tax breaks, the federal government says it can act. The law changes rules so volunteers get certain protections from unfair lawsuits. The goal is to keep services available for people who need them and to protect taxpayers.
