Allows the Secretary to use local farmer committees or to appoint a three-person committee in any county or parish where the program operates and no suitable committee exists. Committee members must live in the county or parish. The Secretary sets their pay while they work, pays travel and subsistence, names one member as chair, writes rules for how they work, gives forms and equipment, and can pay for needed clerical help. These committees can review applications for the benefits under section 1471(a)(1) and (2) that relate to running a farm. They can recommend whether an applicant is eligible based on character, skill, and experience, whether the farm is likely to succeed, and they can certify the amount of any loan.
