At least once every 2 years, the Secretary must prepare and send a report to the President, Congress, and the National Council on Disability using information filed under parts B, C, D, and E. The report must explain the goals and results of the programs those parts fund. The report must give real examples showing how the funded councils, protection and advocacy systems, centers, and similar groups worked together; how they helped people with developmental disabilities and their families take part in planning and get community services that support independence and inclusion; how they led advocacy, capacity building, and system or policy changes (including help for underserved groups and minorities) and actions that also helped people with other kinds of disabilities. It must also say how well the programs protected people from abuse, neglect, sexual or financial exploitation, and legal or human-rights violations, report deaths and serious injuries, and summarize any program noncompliance and fixes taken.
