The federal government gives competitive grants to States to help them create, expand, or improve a statewide family support system for families of children with disabilities. Grants can last no more than 3 years, and each State can get only one grant. Using money appropriated under section 15101(a), the Secretary will pay each approved State each year up to 75% of the cost, and the yearly payment will be at least $100,000 and at most $500,000. A State’s share can be cash or in-kind (for example, buildings, equipment, or services). Grant amounts are set based on available funds and the State’s child population. For the 2nd and 3rd fiscal years, priority goes to States that received payments the year before. The Secretary should, as much as possible, spread grants fairly across regions, among States at different stages of building these systems, and to those serving unserved or underserved groups (such as racial and ethnic minorities, disadvantaged people, those with limited English, and underserved rural or urban areas).
