Energy intensity means the primary energy used for each unit of physical output. The Secretary may make voluntary agreements with energy‑intensive industries to cut energy intensity by at least 2.5% each year from 2007 through 2016. Working with other federal agencies, the Secretary will recognize results, may provide grants or technical help to participants who make a good‑faith effort, and must report to Congress by June 30, 2012 and June 30, 2017, including independent checks of some reported savings.
