The Secretary must run a pilot program giving money to 3–7 States. Money is for either planning and starting a statewide program that boosts energy efficiency and cuts electricity or natural gas use by at least 0.75% per year versus a baseline the Secretary sets, or for expanding a statewide program already in place on August 8, 2005. States getting funds for new programs must have savings checked by an independent party. $5,000,000 is authorized for each of fiscal years 2006–2010, available until spent.
