The Environmental Protection Agency must set up a Sugar Cane Ethanol Program. The word "program" means that specific program. If funds are provided, the EPA must run a multi‑state project to study making ethanol from cane sugar, sugarcane, and sugarcane byproducts. The project is only for sugar producers and ethanol production in Florida, Louisiana, Texas, and Hawaii, with equal activity in each State. Each State may choose to have an incentive program that requires ethanol use. The project must show how production could be scaled up, last no more than 3 years, and may use up to $36,000,000, available until spent.
