No new permanent housing under subchapter IX may begin after June 30, 1953. After July 31, 1954, mortgages generally may not be insured under Title IX of the National Housing Act, and the government may not agree to extend or start community facilities or temporary housing under subchapter IX. There are three exceptions: projects that had a promise to insure or a commitment made on or before those dates; projects the President specifically allows between July 31, 1954 and August 1, 1955; and commitments tied to those presidentially allowed projects. The Secretary of Housing and Urban Development may change earlier agreements after July 31, 1954 to spend extra federal money that was available by that date to finish agreed facilities. No new loans or purchases under 12 U.S.C. 1701g–1 may be made after June 30, 1953, except for commitments already issued by that date or to refinance loans HUD already held on that date.
