The Secretary of the Interior and the Secretary of Agriculture must, within 180 days after August 8, 2005, sign a memorandum of understanding about oil and gas leasing on public land managed by the Interior and on National Forest System land managed by Agriculture. The agreement must set clear steps and who is in charge so lease applications, surface use plans, and drilling permit requests are handled quickly and on time. It must cut down on duplicate work by coordinating planning and environmental reviews. Lease rules must be applied the same way, coordinated between agencies, and only as strict as needed to protect resources. It must create a shared data system to track applications and a shared mapping system to track surface resources and help process plans and permits.
