Federal agencies may give the Secretary of Housing and Urban Development land, buildings, or other property — without payment — when the HUD Secretary says the property is needed for housing or community facilities. The HUD Secretary can accept those transfers and can also use other HUD property for the same purposes without changing budget accounts. Any property or money used this way must follow only the rules and limits of this part of the law. If the Defense Department asks, the HUD Secretary may return housing or facilities to Defense without payment. Once transferred to Defense, Defense rules and laws apply and the HUD rules stop applying.
