The head of Housing and Urban Development must each year use rental income to pay money instead of taxes and special charges to the state or local government for any land and buildings HUD owns for housing or related small commercial use. This applies even if the property is under exclusive federal control. The yearly payment should be about the same as the taxes and special charges the property would owe if it were taxable. The HUD head can reduce the amount to account for federal spending on streets, utilities, or other public services for the property.
