Defines key words used in the subchapter and says words in the singular also cover the plural unless the meaning shows otherwise. State — the 50 States, the District of Columbia, and U.S. Territories and possessions. Federal agency — any executive department or officer (including the President), independent establishment, commission, board, bureau, division, office, or other U.S. agency, including corporations the United States owns all or most of. Community facility — public things like water systems, sewers and garbage disposal, police and fire stations, public sanitary and water-treatment works, libraries, hospitals and other care places, parks or recreation areas, streets and day-care centers. Community service — running and maintaining services such as health, waste and sewage treatment, water purification, recreation, day-care, and fire protection. National defense — (1) activities of the armed forces, the Atomic Energy Commission (AEC), or other government bodies directly or substantially involved in defense; (2) other activities closely tied to those military or AEC operations; (3) activities under the Mutual Defense Assistance Act of 1949; and (4) providing community facilities or services needed when a town was moved because the AEC took its former site for defense purposes. Nonprofit agency — an agency whose net earnings do not go to private owners or shareholders. Project — housing or community facilities bought, developed, or built with money under this subchapter. Veteran — a person (or their family) who served on active military or naval duty during any of these periods: on or after September 16, 1940, and before July 26, 1947; on or after April 6, 1917, and before November 11, 1918; or on or after June 27, 1950, and before any later date the President sets, and who was discharged other than dishonorably or is still serving. It also includes the family of someone who served in those periods and died of causes the Secretary of Veterans Affairs says were service-connected.
