If Congress provides the money, the Secretary must run a project to show how to make energy from coal mined in the western United States using integrated gasification combined cycle (IGCC) technology. The project can include repowering (upgrading) existing plants. It must be able to use coal with no more than 9,000 Btu per pound and must be able to capture and store carbon dioxide. If it makes economic sense, it should also be able to use various western coals, including subbituminous and bituminous up to 13,000 Btu per pound. The project must be located in a western State above 4,000 feet elevation. The federal share of the cost will follow the law on cost sharing, and the project cannot receive Federal loan guarantees.
