The Secretary must run a program to test if advanced methods can make Fischer-Tropsch and other transportation fuels from Illinois Basin coal. The program must include using and changing existing facilities and building new testing facilities at Southern Illinois University Coal Research Center, University of Kentucky Center for Applied Energy Research, and the Energy Center at Purdue University. The Secretary must also build a test center that proves the process can make at least 500 gallons of Fischer-Tropsch fuel per day in a 24-hour run. Within 180 days after August 8, 2005, the Secretary must pick the processes to test. Within 1 year after August 8, 2005, the Secretary must offer agreements to do the work and pay for facility changes or construction. The testing must start at those sites within 3 years after August 8, 2005. The Secretary must build the facilities at the lowest cost practicable, may make grants or contracts with the universities, and costs must be shared under section 16352. Up to $85,000,000 is authorized for fiscal years 2006 through 2010.
