The Office of Nuclear Energy, Science, and Technology must run the Project for the Department. The Secretary may join the Project with the Generation IV Nuclear Energy Systems Initiative and may use the Office of Science’s construction-review help to track progress. Idaho National Laboratory will be the lead lab and must work with other national labs, colleges, research institutes, industry, and international researchers. Idaho National Laboratory must form a consortium of industrial partners to do cost-shared research, design, construction, and operations. Partner work paid by the Project must be cost-shared under section 16352. Preference should go to a consortium structure that keeps U.S. leadership, maximizes cost sharing, and limits federal costs. The prototype reactor and plant must be located at Idaho National Laboratory, which should also use its reactor test capabilities and may use other national lab facilities when appropriate.
