Within 180 days after August 8, 2005, the Secretary must begin a partnership with diesel engine, fuel system, vehicle makers, and fuel suppliers to add biodiesel testing to advanced diesel engine and fuel system work. The testing must look at how biodiesel affects emissions rules and warranties, long-term engine performance, ways to optimize emissions and performance when switching between biodiesel and diesel, and how biodiesel performs when blended with the 2006 EPA‑mandated diesel fuel with a maximum of 15‑parts‑per‑million sulfur. The Secretary must give Congress an interim report on findings and recommendations within 2 years after August 8, 2005. Congress may appropriate $5,000,000 for each of fiscal years 2006 through 2010 to run the program. Biodiesel — a diesel fuel substitute made from nonpetroleum renewable resources that meets EPA fuel registration under section 7545 and the American Society for Testing and Materials D6751–02a Standard Specification for Biodiesel Fuel (B100) Blend Stock for Distillate Fuels.
