Summary

Administrator must create a program to promote "eligible technologies." Eligible technologies are either a verified technology (tested and approved) or an emerging technology (new or developing). The program must explain the benefits and offer nonfinancial incentives to people and groups who use or make pollution-control gear, including equipment owners and operators, manufacturers, state and local air-quality officials, community groups, and public health, education, and environmental organizations. The Administrator must also give guidance so States can get credit for emission reductions in a State implementation plan under section 7410, and, working with the Department of Commerce and industry, tell foreign countries with air-quality problems about U.S. technologies that can reduce emissions.
