Within 120 days after August 8, 2005, the President must create an interagency task force led by the Secretary. It must include representatives from the Office of Science and Technology Policy, the Departments of Transportation, Defense, Commerce (including NIST), and State, the Environmental Protection Agency, NASA, and any other federal agencies the Secretary chooses. The task force must work to build safe, affordable, and clean hydrogen fuel and fuel-cell systems for vehicles, fleets, government use, portable and stationary power, and distributed generation. It can run workshops, publish materials, and make databases. It must share nonproprietary information, keep an inventory and assessment of hydrogen and fuel-cell technologies and their commercial readiness, promote hydrogen vehicle infrastructure, and run education for potential users. All agency heads must help and give information to the task force, the Technical Advisory Committee, and the Department.
