Creates a program to build at least four regional clean hydrogen hubs. A regional clean hydrogen hub is a local network of clean hydrogen producers, possible users, and the pipes, tanks, and other infrastructure that connect them. The hubs must help meet the clean hydrogen production standard, show the full chain from making to using hydrogen (production, processing, delivery, storage, and end-use), and be able to join into a national clean hydrogen network. The Secretary must ask for proposals within 180 days after November 15, 2021, and must pick at least four hubs within one year after the proposal deadline. When choosing, the Secretary should, as much as possible, include hubs that produce hydrogen from fossil fuels, from renewable energy, and from nuclear energy; that show use in power, industry, heating, and transportation; that are in different U.S. regions and use local energy resources; and that include at least two hubs in regions with the most natural gas. Priority goes to hubs likely to create job training and long-term jobs for many local residents. The Secretary can give grants to the selected hubs. Up to $8,000,000,000 is authorized for fiscal years 2022 through 2026.
