Secretary must create an Energy Efficiency Science Initiative. It will be run by the Assistant Secretary in the department that handles energy conservation (see 7133(a)(9)) with input from the Director of the Office of Science. The program will award competitively peer‑reviewed grants for energy‑efficiency research. Each year when the President’s budget goes to Congress, the Secretary must send a report about the Initiative. The report must say how the grants were awarded and explain how the research is related to energy efficiency.
