Order the Secretary of Energy to run research to see if concentrating solar power can make hydrogen and also produce electricity at the same time. Use existing facilities when practical. The work must cover shared technologies for both outputs, study high‑temperature chemical processes that make hydrogen and the materials they need, look at cogeneration with solar electric and sunlight‑based hydrogen, study system designs and economics, and coordinate with the Next Generation Nuclear Plant Project on high‑temperature materials, cycles, and costs. The Secretary must review the National Research Council’s 2000 report "Renewable Power Pathways" and later DOE-funded reviews, give an assessment by the time the fiscal year 2008 budget is submitted or sooner, and send Congress a report by August 8, 2010 on the technical and economic potential and the feasibility of a pilot commercial demonstration facility.
