Requires the Secretary to send a yearly progress report on the Spallation Neutron Source Project with the President’s budget to Congress. The report must say which milestones were reached, compare actual costs to estimated costs, and list any changes in cost estimates or the schedule. The Secretary must also create an operational plan so the Facility is used to its full ability for studying advanced materials, nanoscience, and other Office of Science work. The plan must set up a peer-reviewed user program, give help so outside researchers can use the instruments, phase in upgrades to stay competitive, develop new instruments that use the neutron source, and report the status and, where possible, the costs and schedules for full operations, instrument build-out including SING, the SNS power upgrade, and the SNS second target station. Definitions (one line each): SING — the next-generation instruments item; SNS power upgrade — the power increase described in the Office of Science 20-year plan; SNS second target station — the second target station in that plan; Spallation Neutron Source Facility (Facility) — the finished user facility at Oak Ridge National Laboratory; Spallation Neutron Source Project (Project) — Department Project 99–E–334 at Oak Ridge. Authorizes up to $1,411,700,000 for the Project over its life: $1,192,700,000 for construction and $219,000,000 for other costs. Also authorizes $75,000,000 per year for SING for fiscal years 2007–2009 and $160,000,000 for the SNS power upgrade (available until spent). If the Department’s heavy water stockpiles are too small, authorizes $12,000,000 for the Facility for fiscal year 2007.
