The Secretary must award a grant to a Southeastern U.S. group of research universities that work with National Laboratories to run a regional SEEK–16 pilot to improve STEM literacy, creativity, and decision-making. The group must include research universities, at least one university that trains many K–12 teachers, and, where appropriate, National Laboratories. The pilot must build partnerships (including industry and NASA Educator Resource Centers), give teachers research experience, create coursework, assess progress, and develop models to share nationwide. The grant is an authorized activity under section 7381b.
