Summary

The Secretary must run a program to boost energy cooperation with countries in the Western Hemisphere. The program will fund work to raise energy production, make energy use more efficient, and help develop and share energy supply and efficiency technologies that help world energy markets. When possible, the Secretary must work with colleges and universities for unbiased technical and policy help — for testing new technologies, fixing technical problems, helping make new policies, and training policymakers, especially schools that serve minority students like Hispanic-serving institutions and part B institutions. The law allows these amounts to be provided: $10,000,000 for fiscal year 2007; $13,000,000 for fiscal year 2008; and $16,000,000 for fiscal year 2009.
