The Secretary must send Congress a report on equal employment opportunity (EEO) at the National Laboratories no later than 12 months after August 8, 2005, and then every two years. The report must review each contractor’s EEO policies (including promotion to management and pay raises), give statistics on complaints and outcomes, explain how EEO is handled in contracts and award fees, and summarize disciplinary actions, outreach and retention for women and minorities, and work with the Office of Federal Contract Compliance Programs.
