The Secretary must create and carry out a plan for buildings and infrastructure at every National Laboratory and single‑purpose research facility that is mainly funded by the Office of Science, the Office of Energy Efficiency and Renewable Energy, the Office of Fossil Energy, or the Office of Nuclear Energy, Science and Technology Programs. The plan must show cost‑saving ways to keep needed facilities in good shape, close ones that are not needed, change or update facilities, and build new ones. Along with the President’s budget request for fiscal year 2018, the Secretary must send a report that explains the plan. For each lab or single‑purpose research facility used for science and energy work, the report must give a current priority list of proposed projects with costs and schedules, a current 10‑year plan showing how facilities will be reconfigured to meet missions and long‑term operating costs and return on investment, the total current budget for facilities and infrastructure, and the current status of each project compared to its original baseline cost, schedule, and scope.
