The EPA Administrator must run a demonstration project, with the State of Michigan and local officials, to study how ozone and the pollution that helps make ozone move into Southwestern Michigan. The project targets projected nonattainment areas, including counties with ozone design values under 0.095 based on 2000–2002 or the most current three-year period. The EPA must study how transported pollution affects meeting the 8-hour ozone standard, measure how much pollution is coming from outside, look at options to reach the standard besides local controls, and set a likely timeline for compliance. The work must finish no later than 2 years after August 8, 2005, and the EPA may not apply any Clean Air Act requirement or penalty that would otherwise apply while the project is underway.
