Summary

The Secretary of Labor, with the Secretary, industry, and employee reps, must make model training guidelines for nonnuclear electric safety and reliability. The guidelines must cover workers who build, operate, inspect, or maintain generation, transmission, or distribution systems; require competency, certification, and assessment (initial and ongoing evaluation, recertification, and testing of workers for covered tasks); and combine existing guidelines then in effect, like the National Electric Safety Code and other industry standards.
