The Secretary can give loan guarantees only to projects that cut or capture air pollution or human-made greenhouse gases and that use technologies that are new or much improved compared with what is already used in the United States. Eligible projects include many types of energy and pollution work, such as renewable power, advanced fossil and coal technologies, hydrogen fuel cells, advanced nuclear and parts manufacturing, carbon capture and removal (including agricultural and synthetic removal), better ways to generate, move, store, and use electricity, making more fuel-efficient vehicles and parts, pollution control equipment, oil refineries, energy storage, industrial emissions controls (for iron, steel, cement, ammonia, hydrogen, and high-heat processes), and boosting U.S. supplies of critical minerals through production, processing, manufacturing, recycling, or fabrication. Special rules apply to gasification projects. Integrated gasification combined cycle plants must meet the emission limits below, use coal/biomass/petroleum coke for at least 65 percent of heat input and make at least 65 percent of useful output as electricity, be able to add CO2 capture equipment, have an approved revenue plan to cover costs and debt, and begin construction within 3 years of the guarantee. Other gasification projects have size, fuel, location, and contract rules (for example, some must be at least 100 megawatts or able to sell 450 megawatts). Emission limits required are 0.05 lb/MMBtu SO2, 90 percent mercury removal, 0.08 lb/MMBtu NOx, and 0.01 lb/MMBtu particulates. Getting clean coal tax credits does not stop a project from getting a guarantee. The Secretary can back up to 6 projects using the same or similar technology, but no more than 2 in the same U.S. region.
