The Secretary, working with the Secretary of Agriculture, must set up a biofuels and biorefinery information center. The center will give people plain information about renewable fuel feedstocks and the kinds of fuels they can make; biorefinery processing and related technologies; how renewable fuels are transported, blended, stored, and sold; federal and state laws, programs, and incentives; research and development; and lists of fuel producers and users. The Secretary must keep the information current, offer guidance on production processes and on how to establish a biorefinery, and provide help by a toll-free phone number and a website. The work should be coordinated with other government centers as much as possible to avoid duplication. Congress may provide the funds needed to run the center.
