By October 31 of the first calendar year that begins after December 19, 2007, and each October 31 after that, the President must send Congress a progress report saying how many fueling centers have at least one renewable pump and how many have none. The rule does not apply to Department of Defense fueling centers that handle less than 100,000 gallons of fuel per year. Money can be provided as needed to carry out these requirements.
