Federal agencies cannot buy alternative or synthetic fuels for vehicles or other transportation uses (except for research or testing) unless the contract says the fuel’s total greenhouse gas emissions from making and burning it are, over time, no higher than the same emissions from the equivalent regular petroleum fuel.
