Each year at least 2% of the program money must be used for competitive grants for local governments (including Indian tribes) that are not eligible under other parts, and for groups of those governments. To get a grant, they must apply to the Secretary and include a plan under section 17154. The Secretary must give priority to applicants in states with fewer than 2,000,000 people or to projects that cut fossil fuel use or greatly improve energy efficiency.
