Summary

The Secretary must send Congress a report no later than 90 days after December 19, 2007. The report must look at how advanced insulation technology is and estimate how much money would be saved by using it in certain commercial cold-storage vehicles and equipment. Advanced insulation means insulation with an R-value of at least R35 per inch. Covered refrigeration units means commercial refrigerated trucks, trailers, or certain commercial refrigerators and freezers. If the Secretary finds the savings would be enough to be economically justified, the Secretary must set up a demonstration program with manufacturers to prove the cost-effectiveness of advanced insulation. For up to 5 years after a demonstration award, the Secretary may keep business trade secrets or commercial or financial information from public disclosure if it came from a non-government party. Section 16352 applies to these projects. Up to $8,000,000 is authorized to be appropriated for fiscal years 2009 through 2014.
