The Secretary of Commerce must have the U.S. and Foreign Commercial Service set up or grow a team of officers to promote U.S. clean and efficient energy technologies in India, China, and any other countries the Secretary picks. The team will train and send attachés who do business outreach and teach provincial, state, and local officials about U.S. clean-energy options to help U.S. exports and lower global greenhouse gas emissions. The Secretary must send an annual report on this work to the appropriate congressional committees for each fiscal year 2008 through 2012. Funds are authorized as needed for each of those fiscal years.
