Summary

Congress says the U.S. International Development Finance Corporation should work to increase investment in clean, efficient energy technologies. It should do this in three ways: actively contact U.S. companies that want to invest in those technologies in countries that are major sources of greenhouse gases, give priority to projects that use those technologies, and be more flexible in supporting such projects with financing, insurance, and other help. The Corporation must put in its yearly report a description of what it did to carry out these steps, or if it did nothing, an explanation of why.
