The President must create a Task Force on international cooperation for clean and efficient energy technologies within 90 days after December 19, 2007. The Task Force will include representatives from many federal agencies (for example: Council on Environmental Quality; Energy; Commerce; Treasury; State; EPA; USAID; Export‑Import Bank; International Development Finance Corporation; Trade and Development Agency; Small Business Administration; U.S. Trade Representative; and others the President picks). The President will name a chair or co‑chairs. The Task Force must study technology, policy, and market opportunities abroad, look at trade, tax, and finance barriers, help carry out a strategy to grow foreign markets for U.S. clean energy technology, and end 12 years after December 19, 2007. The Task Force must set up an Interagency Working Group, co‑chaired by the Energy, Commerce, and State Secretaries, to coordinate federal programs that support exporting and deploying U.S. clean energy technologies overseas. That working group must create an Interagency Center to help its work. Within one year after December 19, 2007, the Task Force must write a strategy to promote clean energy in developing countries (especially those expecting the biggest energy growth over 20 years), open markets consistent with WTO rules, fold these goals into U.S. foreign policy, and design financial tools to reduce political and currency risk and attract private investment. The strategy must be updated every 3 years. Every 3 years the President must report to Congress on progress, actions taken, results, priorities, recommendations to improve federal efforts, private‑sector engagement, and outreach programs. Up to $5,000,000 is authorized each year for fiscal years 2008 through 2020 to carry out this work.
