Make energy security a main part of the State Department’s work and create a Coordinator for International Energy Affairs in the Secretary’s office. The Coordinator must lead U.S. international energy policy efforts, make sure national security effects of global energy and environmental changes are considered in State decisions, fold energy security goals into State activities, and coordinate energy work with other federal agencies and the State offices that already handle energy and environment issues. Congress may provide whatever money is needed. Within 180 days after December 19, 2007, the Secretary must report to the Senate Foreign Relations Committee and the House Foreign Affairs Committee about embassy staff working on energy in major producer or consumer countries, the need for more energy specialists, and ideas for adding experts or attaching DOE or National Lab advisors. The Secretary must then report every 2 years for 20 years on State’s energy programs, spending by office, and embassy energy staff numbers and qualifications.
