Create a Smart Grid Advisory Committee within 90 days of December 19, 2007. The Secretary must appoint at least eight members from both private and public sectors and pick one member to be the chair. The committee must advise the Secretary and other federal officials about developing smart grid technologies, moving to a national smart grid, creating common standards so devices can work together, and how to use federal incentives to help this happen. The committee must follow the rules in chapter 10 of title 5. Also, create a Smart Grid Task Force within 90 days of December 19, 2007. The Assistant Secretary for Electricity Delivery and Energy Reliability must lead it and pick staff from that office. The Chair of FERC and the Director of NIST must each send at least one employee. The task force must coordinate federal work on smart-grid research, standards, regulation, reliability, security, and related electricity policy. It must work with the advisory committee, meet as needed, and be supported with whatever funds are necessary for fiscal years 2008 through 2020.
