Within 6 months after February 17, 2009, the Secretary of Health and Human Services must appoint one person in each HHS regional office to provide guidance and education to covered entities (like health care providers), business associates (their partners), and individuals about their rights and duties under federal privacy and security rules for protected health information. Within 12 months after February 17, 2009, the Office for Civil Rights must create and keep a national education program that explains how protected health information can be used, what those uses mean, and what rights people have. The information must be clear, easy to understand, and available in many languages.
