By July 1, 2010 the Secretary must set up a way, including a website, so people and small businesses can find affordable health coverage in their State. The site should, as much as possible, show options like regular health insurance (not plans that only cover one illness), Medicaid (title XIX), CHIP (title XXI), state and federal high‑risk pools, and small‑group plans for businesses, including early‑retiree reinsurance (section 18002) and tax credits (section 45R of title 26). Within 60 days after March 23, 2010 the Secretary must make a standard format for showing this information. That format must include the percent of premiums spent on nonclinical costs (reported under section 300gg–18(a)), who is eligible, whether the coverage is available, premium rates, and cost sharing, and must match the uniform explanation standards in section 300gg–15. The Secretary must use that format on the website and may hire qualified contractors to help.
