Congress says the ISS, technology work, the Space Shuttle program, and follow-on transport systems form the basic tools needed for missions beyond low-Earth orbit to places like the Moon and Lagrange points. Those tools should be used to gain real mission experience, develop new technology, build and use in-space infrastructure, and service satellites and future space assets. The Administrator must use the ISS, technology efforts, and follow-on systems (including the Space Launch System, the multi-purpose crew vehicle, and commercial crew and cargo) under subchapters II and III so they stay complementary, so development, upkeep, and use are balanced, and so funds for one group are not taken from the other. That rule does not affect capabilities in other subchapters.
