Use existing contracts, parts, workers, factories, and test sites from the Space Shuttle, Orion, and Ares 1 programs as much as possible when building the Space Launch System and the multi-purpose crew vehicle. That includes space-suit work to help create a standard NASA‑certified suit and life‑support system that could also work with commercial crew vehicles, and Shuttle- and Ares‑derived components that use U.S. propulsion, tanks, or solid rocket motors. It also covers testing facilities that existed or were being built on October 11, 2010. When doing this, NASA must, whenever possible, use current manufacturing, ground testing, launch and operations facilities, and experienced staff. NASA must try to avoid big changes to ground infrastructure and reuse existing software, vehicle, and mission operations processes. NASA must finish and activate the A–3 test stand with a goal of September 30, 2013. NASA may buy, develop, and flight‑test parts as needed, and must take steps to keep the programs on time and cost‑effective by using buying methods that include good oversight, encourage contractor efficiency, and simplify contracts.
