Within 90 days after October 11, 2010, or when the reference designs for the Space Launch System (SLS) and Multi‑Purpose Crew Vehicle (MPCV) are finished, whichever comes first, the NASA Administrator must send a detailed report to the appropriate Congressional committees. The report must describe the reference vehicle design and the assumptions, data, and trade analyses behind it; explain and justify design choices and any departures from required capabilities; lay out plans for using existing contracts, staff, and facilities (and any needed changes) and the procurement approach to speed development; and provide a schedule of design and development milestones. The Administrator must update this report each year as part of the President’s annual Budget Request.
