The OSTP Director must make agencies with civilian Earth-observation programs, including NASA, coordinate. The Director must write a strategic implementation plan, updated at least every 3 years with independent advice, defining agency roles, recommending cost-sharing and buying (including international), ensuring sustained space-based climate observations, and reporting it to Congress within 90 days after October 11, 2010.
