NASA’s Administrator must carry out a study on how student space projects affect U.S. STEM education. The study must find benefits and lessons from past student orbital programs (including Get Away Special and EarthKAM), assess a program to help United States students and teachers build and fly scientific and educational payloads on commercial orbital platforms when available and operational with the goal of frequent launches, list NASA expertise (science, engineering, payload development and operations) that could help, and identify issues that must be resolved before NASA can judge the program’s feasibility.
