The Agriculture or Interior Secretary may use money set aside for wildfire protection to carry out authorized activities or to pay reimbursements under this law. They cannot spend those funds to hire foreign firefighting teams unless they first find that no U.S. firefighting resources, including personnel, are reasonably available.
