Congress urges speeding up clean energy innovation to help the United States stay competitive, protect energy security, and improve the environment. It says the Department of Energy and the National Laboratories should keep getting support, new regional ways should be found for innovators and investors to use Department resources, and clean energy programs should be reviewed often so taxpayer money is used well. Because energy needs and options differ by region, Congress, the Secretary, and energy companies should cooperate internationally, nationally, and regionally to fund research that gives clean, affordable, reliable power, grows the economy, strengthens energy security, and can work without ongoing government help.
