The Director must include with the Foundation’s annual budget request a plan for building, repairing, and upgrading national research facilities. The plan must give cost estimates for construction, repairs, upgrades (including instrument development), and for operating and maintaining existing and proposed facilities. For new builds and major upgrades it must show year-by-year funding plans and major milestones. For projects funded under the major research equipment and facilities construction account and for major upgrades that support Antarctic research, it must list the total project cost from planning to commissioning and identify all funding sources (Federal by appropriations category and non‑Federal). The plan must also show the full life‑cycle cost of each facility, any plans to retire facilities, and estimated grant funding levels for research at each facility. Cost estimates must cover the year the plan is submitted and at least the next 4 years. The plan must also include a status report for every unfinished construction project in current or past plans. Each status report must show cumulative costs so far compared with estimated costs and must compare current and original schedules for the main construction milestones.
