The Director, using the Foundation’s Research, Evaluation and Communication Division, must evaluate how well all Foundation-funded undergraduate science, math, engineering, and technology programs increase and improve the number of students who pursue and complete associate’s or bachelor’s degrees, including groups listed in sections 1885a and 1885b. The review must look at enrollment; measurable student achievement; persistence and degree completion (including students who transfer out); and graduates’ first-year outcomes in further education or jobs. The Director must create common assessment benchmarks and require projects to use them, and must send a report to three Congressional committees within 3 years after December 19, 2002, and once every 3 years thereafter. Each year the Director must also evaluate a random sample of grants, contracts, or other awards under the Act, make the results public, and notify the public they are available.
